First off, if you see it going on in the street, do something about it. When enough people band together and take this on, we have cracked the problem. When we hide in our own houses, too afraid to go out or take a stand, we give these hooligans permission to bully our kids and intimidate our families.

Many of these problem families live in Council or Housing Association accommodation. They are keen to preserve their assets, and make such properties available to those that deserve them. The first steps to encourage the parents to take charge of their children is to have the council apply some pressure.
